1. Background
Campaign Nepal, established in 2008, is a non-governmental organization dedicated to fostering sustainable community development in hard-to-reach areas. The organization is implementing the project “Sustainable Accessibility, Quality, and Governance in Education through Community Engagement” to enhance the quality, accessibility, and governance of education in Paroha Municipality, Madhav Narayan Municipality, and Durga Bhagwati Rural Municipality of Rautahat district. The project focuses on raising community awareness of critical educational policies, empowering citizens to engage in and advocate for improved municipal education systems actively. To achieve this, the organization seeks to develop three types of reports, one conducts awareness-raising sessions on education issues, challenges, and gaps and feedback on draft education policy in several clusters of three municipalities which on progress, the second consultant visits community, meets the people, conduct FDGs, interaction with communities’ people and prepared a brief report. The third type of consultant will overview the situation, meet SMC network, SMCs, PTAs, Local government members, PWDs, Youth, Women and People with marginalised communities and prepare an insights comprehensive report.
2. Purpose of the Assignment
The purpose of this report is to evaluate the level of awareness among local stakeholders regarding the importance and impact of municipal-level education policies. This report also aims to assess their understanding of educational issues, challenges, and gaps in the community. Additionally, it seeks to capture the perspectives of community members on the draft education policy and promote community engagement in local education governance.
The primary purpose of this assignment is to develop high-quality, report to:
- To explain legislative processes in an accessible manner, enabling community members to advocate for policies that meet their needs.
- To promote active community engagement in local education governance.
- To assess stakeholders’ understanding of educational issues, challenges, and gaps in the community.
3. Methodology
A participatory approach was employed to collect data and insights from local stakeholders. The following methods were used:
- Consultation Meetings: Conducted with various groups, including SMC members, PTAs, CSOs, parents, women, youth, and marginalized groups.
- Focus Group Discussions (FGDs): Organized to encourage open dialogue on educational challenges and proposed solutions.
- Interview with local stakeholders on how to increase community engagement in good education governance
- Stakeholder Feedback: Documented feedback and suggestions on the draft education policy.
4. Scope of Work (SoW)
The education expert will be responsible for conducting consultation meetings at project areas using the above-mentioned methodology and preparing a brief and insightful comprehensive report.
5. Deliverable
The education expert will deliver the following:
- A details brief report will be submitted after the completion of the meeting, interview with several individuals, interaction, FDGs, community gathering, with local stakeholders, meetings with SMCs, PTAs and SMC network members.
- An insights comprehensive report after consultation meetings: Conducted with various groups, including SMC members, PTAs, CSOs, parents, women, youth, and marginalized groups,
- Focus Group Discussions (FGDs): Organized to encourage open dialogue on educational challenges and proposed solutions, Interview with local stakeholders on how to increase community engagement in good education governance,
- Stakeholder Feedback: Documented feedback and suggestions on the draft education policy.
6. Timeline and Activity

7. Required Qualifications and Experience
The education expert(s) must meet the following criteria:
- Proven experience and skill in analyses of educational issues and challenges in the community
- Strong understanding of education policies and governance in Nepal.
- Well Experience in preparing the report
- Proficiency in Nepali and English; knowledge of the local language (Bajjika) is a must.
- Creative skills in report writing skill
- Well immersion and interview skills
8. Selection Criteria
Proposals will be evaluated based on the following criteria:
- Technical Proposal (40%): Relevance of qualifications, experience, and approach to developing materials.
- Financial Proposal (30%): Cost-effectiveness of the proposal.
- Work Plan (20%): Feasibility and alignment with the provided timeline.
- Past Experience (10%): Examples of similar assignments completed.
9. Submission Guideline

Submission Deadline:
Complete bid documents, including a CV and price list, must be submitted by 6, December 2024 (17:00 NST).

- A technical proposal describing the approach and methodology.
- A financial proposal with a detailed cost breakdown.
- Samples of previously developed materials (if available).
Legal Documents:
- Company registration and updated renewal certificate (for firms).
- VAT/PAN registration certificate.
- Recent tax clearance certificate.
- Self-declaration letter confirming eligibility to work on this assignment.

Payments will be made in single instalments:
After the completion report and review and final approval by Campaign Nepal.
