Organisation and Project Background
Campaign Nepal for Research & Development (Campaign Nepal) is a legally registered, non-governmental and non-profit organisation established in 2008 in Nepal. The organisation is dedicated to promoting inclusive democracy, human rights, social justice, accountability and citizen participation, with particular emphasis on empowering marginalised, excluded and vulnerable communities. As a multi-sectoral development organisation, Campaign Nepal implements evidence-based programmes across key thematic areas, including Public Health, Education, Disaster Risk Reduction (DRR) and Emergency Response, Sustainable Livelihoods, Climate Resilience, and Good Governance.
With financial support from CARE Nepal and co-financing from Rajdevi Municipality, Rautahat, Campaign Nepal is implementing the “Sakura – Blossoming of Quality Schools in Rural Nepal” Project, which aims to improve access to safe, resilient and child-friendly learning environments in rural communities.
Campaign Nepal hereby invites sealed bids from eligible, qualified and legally registered construction firms/companies for the construction works described below.

Eligibility of Bidders
This invitation is open to legally registered and qualified construction firms/companies in Nepal. Interested bidders shall meet the eligibility requirements specified in the Bidding Documents and submit all required supporting documents, including but not limited to:
- Firm/Company Registration Certificate;
- PAN/VAT Registration Certificate;
- Valid Tax Clearance Certificate for Fiscal Year 2081/82;
- Self-Declaration of Non-Blacklisting; and
- Other documents are specified in the Bidding Documents.

Pre-Bid Meeting
A pre-bid meeting will be held on 02 July 2026 (18 Ashadh 2083 B.S.) at 12:30 PM (NST) at the Campaign Nepal Office, Gaur Municipality-05, Rautahat. The meeting is intended to clarify any issues relating to the bidding process and the scope of works. Participation is encouraged but not mandatory.
Submission of Bids
Sealed bids shall be submitted to the address below no later than 4:00 PM (NST) on 04 July 2026 (20 Ashadh 2083 B.S.).
Bids shall be submitted in hard copy only. Electronic submissions, faxed bids and bids received after the specified deadline shall not be accepted.
The outer envelope shall be clearly marked with the IFB Number, Title of the Procurement, and the Name and Address of the Bidder.
Opening of Bids
Bids will be opened at 12:30 PM (NST) on 05 July 2026 (21 Ashadh 2083 B.S.) at the Campaign Nepal Office in the presence of bidders or their authorised representatives who wish to attend.
The absence of any bidder or representative shall not invalidate or delay the bid opening process. If the scheduled opening date falls on a public holiday, the bids will be opened on the next official working day at the same time and venue.
Ethical Conduct and Conflict of Interest
Campaign Nepal is committed to conducting all procurement processes with the highest standards of integrity, transparency and accountability. The organisation maintains a zero-tolerance policy towards fraud, corruption, collusion, professional misconduct and safeguarding violations.
Campaign Nepal operates an independent Feedback and Accountability Mechanism (FAM) through which procurement-related concerns may be reported confidentially.
Bidders shall disclose any actual, potential or perceived conflict of interest involving Campaign Nepal’s Board Members, management or staff. Failure to disclose such conflicts may result in disqualification from the procurement process.

Reservation of Rights
Campaign Nepal reserves the right to accept or reject any or all bids, wholly or partially, to cancel or amend this procurement process at any stage without assigning any reason or incurring any liability to bidders. The procurement process shall be conducted in accordance with Campaign Nepal’s Procurement Policy, the applicable laws of Nepal and the funding partner’s procurement requirements.
