Campaign Nepal for Research & Development is a non-political, secular, and non-profit-making organisation established in 2008, with its head office in Rautahat District, Nepal. The organisation is actively engaged in community development and humanitarian assistance, focusing on WASH, Health, Education promotion, and DRR/Emergency response across the Terai region. It works with poor, vulnerable, marginalised, and socially excluded communities and institutions—including children, women, youth, schools, and health centres—in collaboration with various development partners, private sector actors, and individuals to promote social and economic development and uphold human rights and well-being.
Campaign Nepal is implementing the “Women Voice and Leadership in Anticipatory Action (Sajag Samaj)” Project in Ward Nos. 6 and 8 of Rajdevi Municipality and Ward No. 5 of Durga Bhagwati Rural Municipality in Rautahat District, with financial support from CARE Nepal and technical assistance from IHRR.
In accordance with the approved project plan and technical specifications, Campaign Nepal hereby invites sealed bids from eligible, qualified, and licensed construction companies/firms for the execution of the following works.
1. Scope of Procurement (Lot-Based Bidding)
Bidders may submit bids for a single item, multiple items, or the entire lot. Evaluation and contract award may be conducted on an item-wise or lot-wise basis to ensure the best value for the project.
Lot-01: Civil Works
Bidders may apply for one or more works under this lot based on their experience and capacity.

Lot-02: Equipment Installation Works
The exact installation sites will be confirmed by the organisation prior to execution.

2. Eligibility & Mandatory Requirements
Interested bidders must submit the following documents as part of their Technical Proposal:
- Legal: Valid Firm/Company Registration Certificate and VAT/PAN Certificate
- Tax Compliance: Tax Clearance Certificate for FY 2081/82
Note: If FY 2081/82 clearance is not available, bidders must submit Tax Clearance for FY 2080/81 along with a valid Tax Extension Letter (Myad Thap) issued by the Inland Revenue Office
- Experience: Proven experience in similar construction and/or installation works
- Financials: Latest Audited Financial Statements
- Policy Compliance: A bidder may submit only one bid, either individually or as a Joint Venture. Multiple submissions will result in disqualification
- Local Priority: Preference shall be given to qualified local bidders meeting all criteria
Financial Proposal: Must be submitted separately, clearly indicating the proposed amount, duly signed on all pages.
3. Bid Document Collection & Submission Details
- Bid Document / TOR Collection: Detailed bidding documents can be obtained from the office of Campaign Nepal during office hours up to 48 hours prior to the submission deadline
- Mode of Submission: Hard copy only; submissions via email or electronic means will not be accepted
- Submission Method: Sealed bids must be submitted either in person or via postal service to the address below within the stipulated deadline
4. Submission & Opening Protocol
- Two-Envelope System: Technical and Financial Proposals must be submitted in separate envelopes, each wax-sealed (Laha Chhap), and enclosed within one outer sealed envelope
- Deadline for Submission: 30 January 2026, by 5:00 PM
(If the deadline falls on a public holiday, submission will be accepted on the next working day)
- Bid Opening: Bids will be opened in the presence of available bidders or their authorised representatives. Absence of representatives shall not hinder the process

6. General Conditions
- Automatic Rejection: Incomplete bids, bids without wax seal (Laha Chhap), or bids submitted without the required tax documents (including Myad Thap, if applicable) shall be rejected automatically
- Right to Accept or Reject: The Procurement Committee reserves the right to accept or reject any or all bids, wholly or partly, or to cancel the process at any stage without assigning any reason
- Taxes & Compliance: All applicable government taxes, duties, and statutory requirements shall be the responsibility of the contractor

Campaign Nepal maintains a transparent complaints procedure applicable to all stakeholders, enabling participating bidders and other concerned parties to submit complaints through the mechanism outlined below regarding procedural irregularities or ethical misconduct, while ensuring strict confidentiality, protection from retaliation, and appropriate escalation of safeguarding or fraud-related concerns to the relevant authorities.
