Consultant Hiring Notice: Risk and Social Norms Mapping Assessment

Background

The Institute of Himalayan Risk Reduction (IHRR) and Campaign Nepal, in partnership with CARE Nepal, are implementing the Women’s Voice in Leadership and Anticipatory Action (Sajag Samaj – SASA) project in Durga Bhagwati Rural Municipality and Rajdevi Municipality of Rautahat District, Madhesh Province, Nepal. The project aims to strengthen women-led anticipatory action, early warning, and early action mechanisms to promote women’s leadership and address intersectional vulnerabilities in Disaster Risk Management (DRM).

We invite applications from qualified individual consultants or technical service provider companies to conduct an “Assessment of Risk and Social Norms Mapping” to identify and assess the prevalence of issues such as violence against women and girls, girls’ trafficking, child marriage, dowry, and barriers to women’s leadership, alongside intersectional vulnerabilities in the context of DRM.

Scope of Work

The consultant(s) will:

  • Conduct a comprehensive assessment to map social dimensions of disaster risks in the specified municipalities, focusing on gender-based violence, child marriage, girls’ trafficking, dowry, and barriers to women’s leadership.
  • Analyse intersectional vulnerabilities shaped by caste, gender, age, religion, disability, and socio-economic status, and their impact on women’s participation in DRM and anticipatory actions.
  • Identify social norms and power dynamics that limit women’s mobility, leadership, and access to early warning systems and decision-making processes.
  • Engage with local stakeholders, including women, girls, community leaders, and government representatives, through participatory methods like focus group discussions and key informant interviews.
  • Provide evidence-based recommendations to promote gender equality, enhance women’s leadership, and develop inclusive, community-led disaster preparedness and response strategies.

Eligibility Criteria

  • Individual Consultants: Must hold a Master’s degree in Gender Studies, Women’s Studies, Sociology, or a related Social Science field, with proven expertise in Gender and Social Inclusion (GESI), Disaster Risk Reduction (DRR), and social norms mapping.
  • Technical Service Providers: Must demonstrate experience in risk and social norms assessments, with a team possessing relevant qualifications in GESI, DRR, and participatory research.
  • Strong understanding of Madhesh Province’s socio-cultural dynamics, including caste and gender-based power relations, and familiarity with local governance structures.
  • Proficiency in English and Nepali is required; knowledge of local languages (e.g., Maithili or Bajika) is highly desirable.
  • Demonstrated skills in qualitative and quantitative research, stakeholder engagement, and producing high-quality, evidence-based reports with actionable recommendations.

Evaluation and Selection

Proposals will be evaluated based on technical (80%) and financial (20%) criteria. The technical evaluation will assess the consultant’s experience, proposed methodology, and qualifications, while the financial evaluation will focus on cost-effectiveness. The consultant or team offering the best balance of quality and cost will be selected.

Payment Terms

Payments will be made in instalments upon satisfactory submission of deliverables, as per IHRR’s policy, subject to tax deductions per prevailing government regulations.
